US Military is the Largest Investor in mRNA Synthetic Biology

Why would the US military finance $410 million for a San Diego based manufacturer of mRNA vaccine technology if it's a known agent of biowarfare?

April 23, 2024: In Q1 2023 (Jan-March), the total amount of private and government funding invested in the synthetic biology industry was $1.8 billion, of which $1.43 billion was in Health & Medicine. The US Military was the largest single investor by far in the use of synthetic biology, specifically mRNA, in “Health & Medicine.”
